HARRISBURG – Maj. Gen. Anthony Carelli, the Adjutant General, on behalf of Gov. Tom Wolf, awarded Rep. Steve Barrar (R-Chester/Delaware) with the Pennsylvania Meritorious Service Medal for his eight years of service as the majority chairman of the Pennsylvania House Veterans Affairs and Emergency Preparedness (VAEP) Committee.
During Barrar’s time as chairman, his leadership has been a catalyst for the passage of a multitude of legislation and policies that have enhanced the Pennsylvania National Guard, active duty and military components and the veteran community of the Commonwealth. He effectively supervised the movement of legislation through committee meetings, caucuses and floor debates, ensuring that no bill was stalled.
“I am grateful to work with each person serving on the VAEP Committee because they set aside political orientation in favor of what’s best for our military and veteran communities, enabling us to move a great deal of important legislation,” Barrar said. “ I also thank the VAEP minority chairman, Rep. Chris Sainato (D-Lawrence) and Senate Veterans Affairs and Emergency Preparedness Committee Majority Chairman, Sen. Randy Vulakovich (R-Allegheny) – both of whom also received a medal – for their partnership.”
Under his leadership, the Pennsylvania General Assembly created the veterans identification on the Pennsylvania driver’s license, as well as established the Pennsylvania Veterans Trust Fund, the Pennsylvania Veterans Foundation and the Keystone State Youth Challenge Program for at-risk youth. Additionally, legislation was enacted to offer in-state college tuition for all veterans and eligible family members, and establish the Pennsylvania Veterans Registry.
Bills were also passed to enhance important programs such as our National Guard’s College Educational Assistance Program (EAP), our state veterans home system, medals and awards for veterans and those who support veterans, National Guard state active duty pay increase, enhancements for veteran-owned small businesses and the general welfare of our military and veteran communities.
