Barrar Veterans’ Lottery Ticket Bill Passes House Committee
HARRISBURG – To help generate additional income for veterans’ benefit programs, the House Veterans Affairs and Emergency Preparedness Committee unanimously passed House Bill 1205, sponsored by Rep. Steve Barrar (R-Delaware/Chester), chairman of the committee, which would establish an instant lottery ticket to benefit veterans’ programs.

“I want to create an instant lottery ticket where the proceeds help our aging veterans and those just back from the battlefield dealing with serious debilitating issues,” Barrar said.

House Bill 1205 would provide additional money to the Pennsylvania Veterans Trust Fund, which offers an array of assistance and support for veterans and their families, provides grants to charitable foundations and organizations, and honors the history and heritage of Pennsylvania veterans. It is estimated that a veteran’s lottery ticket would provide about $10 million annually for veterans’ benefits.

In addition to Barrar’s bill, House Bill 1742 was introduced to provide an exclusion of income for Veterans Administration benefits to determine eligibility for any Commonwealth program.

House Bill 1742 was then amended in committee to extend the exclusion of income for Veteran’s Administration benefits to an unmarried, surviving spouse.

House Bill 1205 now goes before the full House for consideration.
